Federal Ministry of Education Approves ₦30,000 TVET Stipend and ₦50,000 Monthly Training Fee for Centres

The Federal Ministry of Education (FME) has announced significant policy updates for the Technical and Vocational Education and Training (TVET) Initiative, introducing a higher monthly training fee for accredited training centres and reaffirming the monthly stipend for eligible trainees.

The new directives, approved by the Honourable Minister of Education, are aimed at improving programme quality, strengthening practical skills acquisition, and ensuring participants graduate with competencies that support employment and entrepreneurship.

New TVET Training Fee and Trainee Stipend

Effective immediately, the Ministry has approved the following funding structure:

• Training Fee: ₦50,000 per trainee per month

• Trainee Stipend: ₦30,000 per trainee per month

According to the Ministry, the revised funding reflects the full implementation of the TVET training model, which requires all accredited centres to provide intensive practical learning throughout the programme.

Training Centres Must Deliver Five Days of Weekly Practical Training

Under the updated implementation framework, all participating:

• Skill Training Centres (STCs)
• Vocational Enterprise Institutions (VEIs)
• Mastercraft Persons (MCPs)

must provide training:

• Five (5) days every week
• At least five (5) guided learning hours per day

The Ministry explained that the increased funding will enable training providers to maintain high-quality instruction while supporting trainees during their learning period.

90% of TVET Training Must Be Practical

The Federal Ministry of Education reiterated that the TVET Initiative is a competency-based, industry-driven programme designed to equip Nigerians with practical, job-ready skills.

Under the revised policy:

• Around 90% of the training period must focus on practical, hands-on learning.
• Classroom theory should only complement practical sessions.
• Training centres must create learning environments that allow trainees to repeatedly practice and master each required skill.
• This practical-first approach is intended to ensure graduates are fully prepared for employment, self-employment, and entrepreneurship.

Focus on National Occupational Standards

The Ministry also directed all participating institutions to ensure trainees demonstrate every competency outlined in the applicable National Occupational Standards (NOS) before completing their programmes.

Training providers are expected to organize schedules that prioritize practical workshops, real-life demonstrations, and competency assessments rather than traditional classroom teaching.
